What solar incentives are available in Idaho?
As a homeowner in Idaho, you have access to several different tax incentives that make solar panels more affordable. Solar incentives are available at both the federal and state levels to help you save thousands on your investment in solar energy.

Federal solar incentives
As part of the Inflation Reduction Act of 2022, congress passed several clean energy provisions to reduce energy costs. Among those provisions was an extension and upgrade of the Federal Investment Tax Credit (ITC).
Federal Investment Tax Credit
The Federal ITC allows you to claim 30% of your total equipment and installation costs on your federal taxes. There is no minimum or maximum amount you can claim and it includes equipment, installation, permitting, and even battery storage.
The ITC will remain at 30% until December 31, 2032. After that it will be reduced to 26% until December 31, 2033, then to 22% the following year. The ITC is currently set to disappear in 2035 unless it is renewed.
Who is eligible for the Federal ITC?
Most homeowners will qualify for the Federal ITC, but not all. You must meet the following criteria to claim your 30% tax credit:

Homeowners save around $10,000 on average with the Federal ITC. But that number can be higher or lower depending on your total expenses.
How to claim the Federal ITC
Claiming your Federal ITC couldn’t be easier. All you have to do is fill out IRS form 5695 and submit it with your tax return. You can consult with a tax professional for more assistance.
Local solar incentives
Who’s eligible : Commercial
How to apply : Note: The Federal Infrastructure Investment and Jobs Act (IIJA) created the National Electric Vehicle Infrastructure (NEVI) Formula Grant Program with a total budget of $5 billion. Each state was allocated a share of that total to help build out a national network of electric vehicle charging stations along designated alternative fuel corridors (AFCs). With some limited exceptions, EV charging stations funded through the NEVI program should be spaced 50 miles apart and within one mile of the Interstate exit or highway. In August 2022, Idaho released its EV Infrastructure Baseline Plan. A few months later, in December 2022, the state issued an RFP, seeking a firm to complete the Siting, Feasibility, and Access Study (SFAS) for DCFC buildout. The SFAS identifies strategic locations based on approved multifactor selection criteria. In August 2023, an updated state plan was released. The update includes a summary of public engagement activities, an update on a proposed RFP solicitation for two pilot sites, and the progress of the SFAS. The pilot sites will be evaluated for the effectiveness of the procurement process, efficiency of contracting, and issues with site selection and constitution to inform the selection and construction of additional sites in the buildout of AFCs. Since the release of federal guidance in June 2023, detailed location results and siting criteria are being developed. The SFAS was scheduled to be completed by December 2023 and will outline the approach to achieving fully built out status on all AFCs. How to apply : Commercial Property-Assessed Clean Energy (C-PACE) financing effectively allows property owners to borrow money to pay for energy improvements. The amount borrowed is typically repaid via a special assessment on the property over a period of years. Idaho authorized local governments to establish such programs through H.B. 624 (2024). *No programs are currently active within the State.

How to apply : In 2019, Idaho passed H.B. 158, which provides that a homeowner’s association may not limit or prohibit installation of solar panels or collectors on any property rooftop or structure within its jurisdiction. Homeowners associations may, however, enforce reasonable rules regarding the appearance of the panels. The provisions only apply to rooftops that are owned, controlled, and maintained by the homeowner. Idaho law also allows for solar easements. Similar to laws in other states, Idaho's solar easement provision does not create an automatic right to sunlight. Rather, the law allows parties to enter into solar easement contracts voluntarily for the purpose of ensuring adequate exposure of sunlight to a solar-energy system. The easement is transferred with the property title.

How to apply : In 2007, Idaho enacted a bill that restructured the method of taxation for producers of wind energy from a property tax to a tax on production. The aim of this restructuring was to ease the burden on commercial wind farms in the early years of operation. In 2008, Idaho enacted further legislation to include geothermal energy producers under this method of taxation, and solar energy producers were included under legislation (H.B. 534) enacted in 2016. Under these policies, commercial wind, solar, and geothermal energy producers, excluding those regulated by the Idaho Public Utilities Commission, are exempt from paying taxes on real estate, fixtures or property related to their renewable energy systems. In lieu of property taxes, however, wind and geothermal energy producers must instead pay a tax of three percent (3%) of gross energy earnings. Solar energy producers must pay a tax of three and a half percent (3.5%) of gross energy earnings.

How to apply : Legislation enacted in Idaho in April 2005 (S.B. 1192) allows utilities and independent (non-utility) developers of renewable energy projects in the state to request financing from the Idaho Energy Resources Authority (IERA), a state bonding authority created in March 2005 by the Environment, Energy and Technology Energy Resources Authority Act (H.B. 106). The authority was created to finance the construction of electric generation and transmission projects by electric utilities. SB 1192 extended the financing opportunities to independent renewable energy producers that are not "qualifying facilities" under the federal Public Utility Regulatory Policies Act of 1978 (PURPA). H.B. 96 of 2023 changed applicable projects from “renewable” to “clean”. For the purposes of this program, clean energy is defined as “energy derived from biogas, biomass, hydrogen, waste heat, manufacturing process byproducts, hydroelectric, geothermal, nuclear, solar, or wind resources, or any other non-carbon dioxide emitting source.” While a clean energy generation project is defined as an electric generating facility or system that uses clean energy as a source of energy to generate electricity and battery and other energy storage facilities. S.B. 1024 of 2015 also extended IERA's authority to finance conservation measures for the Bonneville Power Authority. Such measures may include upgrades to system efficiency, waste heat recovery, or consumer programs for weatherization.
Can you claim multiple tax incentives in Idaho?
