What solar incentives are available in Michigan?
As a homeowner in Michigan, you have access to several different tax incentives that make solar panels more affordable. Solar incentives are available at both the federal and state levels to help you save thousands on your investment in solar energy.

Federal solar incentives
As part of the Inflation Reduction Act of 2022, congress passed several clean energy provisions to reduce energy costs. Among those provisions was an extension and upgrade of the Federal Investment Tax Credit (ITC).
Federal Investment Tax Credit
The Federal ITC allows you to claim 30% of your total equipment and installation costs on your federal taxes. There is no minimum or maximum amount you can claim and it includes equipment, installation, permitting, and even battery storage.
The ITC will remain at 30% until December 31, 2032. After that it will be reduced to 26% until December 31, 2033, then to 22% the following year. The ITC is currently set to disappear in 2035 unless it is renewed.
Who is eligible for the Federal ITC?
Most homeowners will qualify for the Federal ITC, but not all. You must meet the following criteria to claim your 30% tax credit:

Homeowners save around $10,000 on average with the Federal ITC. But that number can be higher or lower depending on your total expenses.
How to claim the Federal ITC

Local solar incentives
Who’s eligible : Residential, Multifamily Residential
How to apply : H.B. 5028, enacted in June 2024, declares that any provision within a homeowners' associations agreement that prohibits or has the effect of prohibiting the installation of a solar energy system is invalid and unenforceable as contrary to public policy. The law provides similar protections for the installation of: Clotheslines Air source heat pumps Ground source heat pumps Insulation Rain barrels Reflective roofing Energy efficient appliances Solar water heaters Electric vehicle supply equipment Energy-efficient windows Energy-efficient insulation materials The bill also directs each homeowners’ association in this state to adopt a written solar energy policy statement. The statement may not result in a reduction in the production of electricity by the solar energy system by more than 10% or increase the total cost of the installation of the solar energy system to the member by more than $1,000.00. A member who wants to install a solar energy system in the member’s home or unit shall submit a written application to the homeowners’ association. A homeowners’ association must approve or deny the member’s request to install a solar energy system within 30 days after receipt of the written application. The bill also specifies that a member may bring a civil action against the homeowners’ association for damages. If the member prevails in an action brought under this act, the court may award reasonable attorney fees and the costs incurred in bringing the action.

How to apply : The Solar Energy Facilities Taxation Act (known as the Solar Energy Exemption), 2023 PA 108, provides a tax incentive to owners of utility-scale solar energy generation facilities who build a new solar energy facility and provides local governments a guaranteed and stable revenue stream from the solar energy generation facilities. A Solar Energy Facility Exemption Certificate (SEFEC) entitles a qualified facility to an exemption from ad valorem real property taxes for term of 20 years. Exempt solar facilities are subject to a specific tax called the solar energy facilities tax. Applications are filed, reviewed, and approved by the local governmental unit. The State Tax Commission (STC) must also approve the application.

How to apply : In November 2019, Michigan enacted H.B. 4465, establishing a property tax exemption for renewable energy systems. To qualify for the exemption, systems must be no larger than 150 kW in capacity and must offset all or a portion of the energy used on the property. Who’s eligible : State Government
How to apply : Recent Measures (2020) On September 23, 2020, Governor Gretchen Whitmer issued Executive Directive 2020-10 which increased the requirements of emissions and energy use reductions in Michigan state-owned buildings. As per this directive, The Department of Technology, Management, and Budget (DTMB) must investigate the cost effectiveness of energy efficiency opportunities when planning or renovating a building owned or operated by the state. DTMB must ensure that: All new buildings and facilities owned and operated by the State, and all major renovations of such buildings and facilities, are carbon neutral by 2040; and All existing buildings and facilities owned and operated by the State reduce energy use by 40% by 2040. History In April 2005, Michigan’s governor signed Executive Directive No. 2005-4 establishing an energy savings target for all state buildings managed by the Department of Management and Budget (DMB) or other departments within the jurisdiction of the executive branch of state government. The directive set a target of 10% reduction in energy use by the end of 2008 and 20% reduction in grid-based energy purchases by the end of 2015, as compared with energy use and purchases in the fiscal year ending September 30, 2002. The directive also contained provisions requiring state agencies to purchase energy efficient products or equipment, and use green building practices in new construction. In January 2007, Executive Directive 2007-06 required the DMB to develop a plan to further reduce energy use by departments and agencies within the executive branch by at least 10% as compared to energy use during the fiscal year ending September 30, 2006. This additional requirement did not affect the various other requirements and goals authorized under Executive Directive 2005-04. Executive Directive No. 2007-22, signed in November 2007, rescinded the previous directives in their entirety, but maintained the energy use reduction goal, the grid-based energy purchases reduction goal, and energy efficient product procurement provisions described above. Green building guidelines for new state construction were retained in a slightly modified form. In October 2008, the Michigan legislature enacted a series of bills addressing several components of the state’s energy markets. Among the enacted laws was Public Act (P.A.) 295, which renewed and revised the state’s commitment to energy efficiency in state facilities that had previously been addressed under several Executive Directives. The new law also created a state renewables portfolio standard (RPS), revised the state’s net metering law, and provided for the formation of the Wind Energy Resource Zone Board to investigate state wind resources, electricity transmission and siting issues. In the area of state government energy efficiency, P.A. 295 sets a goal of reducing state government grid-based energy purchases 25% by 2015 compared to a 2002 baseline. This was later updated and expanded by Executive Directive 2020-10.

How to apply : On November 28, 2023, Governor Gretchen Whitmer signed House Bill 5120 (PA 233 of 2023) which provides siting authority to the Michigan Public Service Commission (MPSC) for utility-scale wind, solar, and energy storage facilities under specified conditions. The MPSC has engagement sessions scheduled that are open to the public to gather input on the implementation of PA 233. What facilities are covered by PA 233? The siting process created in PA 233 applies to Solar facilities with a nameplate capacity of 50 MW or more, Wind facilities with a nameplate capacity of 100 MW or more, and Energy storage facilities with a nameplate capacity of 50 MW or more with a discharge capability of 200 MWh or more. Under what specific conditions could an application be filed with the Commission under PA 233? When a local unit of government requests the Commission to require an electric provider or independent power producer to file an application for a certificate with the Commission under Section 222(2) of Act 233, When a local unit of government does not have a compatible renewable energy ordinance (CREO), When a local unit of government fails to approve or deny the request in a timely manner, When a local unit of government denies an application that complies with the requirements of Section 226 of Act 233, or When a local unit of government amends its zoning ordinance after notice of a compatible renewable energy ordinance and the amendment imposes additional requirements on the development of energy facilities that are more restrictive than those in Section 226(8) of Act 233. Does PA 233 take away control from local landowners? No. Participating or not participating in a renewable energy or energy storage project is a decision for individual landowners. Commission approval of a siting certificate under PA 233 does not confer the power of eminent domain or require landowners to participate against their wishes. PA 233 is effective on November 29, 2024.
Can you claim multiple tax incentives in Michigan?
