What solar incentives are available in New Hampshire?
As a homeowner in New Hampshire, you have access to several different tax incentives that make solar panels more affordable. Solar incentives are available at both the federal and state levels to help you save thousands on your investment in solar energy.

Federal solar incentives
As part of the Inflation Reduction Act of 2022, congress passed several clean energy provisions to reduce energy costs. Among those provisions was an extension and upgrade of the Federal Investment Tax Credit (ITC).
Federal Investment Tax Credit
The Federal ITC allows you to claim 30% of your total equipment and installation costs on your federal taxes. There is no minimum or maximum amount you can claim and it includes equipment, installation, permitting, and even battery storage.
The ITC will remain at 30% until December 31, 2032. After that it will be reduced to 26% until December 31, 2033, then to 22% the following year. The ITC is currently set to disappear in 2035 unless it is renewed.
Who is eligible for the Federal ITC?
Most homeowners will qualify for the Federal ITC, but not all. You must meet the following criteria to claim your 30% tax credit:

How to claim the Federal ITC

Local solar incentives
Who’s eligible : State Government
How to apply : Signed in 2011, Executive Order 2011-1 requires that new construction or renovations in excess of 25,000 square feet meet or exceed current IECC energy code. The order established a goal of reducing fossil-fuel use in state facilities by 25 percent over 2005 levels by 2025. This was superseded by Executive Order 2016-03, which set updated goals of reducing fossil fuel use at state-owned facilities by 30 percent by 2020, 40 percent by 2025 and 50 percent by 2030, compared to a 2005 baseline. New Hampshire enacted legislation (S.B. 409) in July 2010 stipulating that major construction and maintenance projects that receive state funding must meet a high-performance energy and design standard determined by the Department of Environmental Services and the Department of Administrative Services, in consultation with the Division of Historic Resources and the state's community college system. The standard, effective July 1, 2011, specifies that the building or structure can recoup the incremental costs of this requirement through reduced energy costs over 10 years. This requirement does not apply to buildings or structures less than 25,000 square feet; buildings and structures that do not consume energy for heating, ventilating, or air conditioning; renovations or modifications estimated to cost less than $1 million; temporary structures; certain public school facilities; the state's university system; projects employing new, innovative, or experimental energy-efficient technology that might not recoup their incremental costs within 10 years; or historic buildings.

How to apply : The New Hampshire Department of Transportation (DOT) will use its share of NEVI funding to continue to operate its EV Working Committee which will oversee the deployment process of EV charging stations. The DOT stipulated that it would update its plan in fiscal year 2024 with finalized locations for EV charging stations. According to the plan, in fiscal year 2025 many of the EV stations will be operational, and construction of others will continue. In fiscal year 2026 every EV charging station would be ready to use by the end of the year, and the Committee will analyze any gaps in the state's charging network. NEVI funding will help construct about 682 miles of EV charging corridors. The New Hampshire DOT released its 2023 plan update during Q3 2023, which included mostly minor updates, an updated deployment status of events, and new contracting and public engagement sections, among other updates. The NHDOT released its Phase 1 RFP in mid-October 2023. The Phase 1 RFP had a response deadline of December 15, 2023; an anticipated award date of January 26, 2024; an anticipated contract award date of April 26, 2024; and an estimated $5.5 million was made available via this solicitation. During Q1 2024, the NHDOT was awarded $2.8 million as part of its Phase 1 NEVI program. Four projects were selected to expand access and charging, and the projects have been scheduled to begin in mid to late 2024.
Who’s eligible : Low Income Residential
How to apply : Note: The deadline for the most recent round of funding under this program was January 19, 2024. This summary is provided for reference only. Contact the NH DOE about the possibility of future funding rounds under this program. The New Hampshire Department of Energy (DOE) offers grant funding for low-moderate-income community solar projects in manufactured housing communities or multifamily rental housing. The grant program is allocated at least 15% of the annual renewable energy fund (per S.B. 129). Eligible projects are those defined as "ground-mounted or rooftop solar arrays that directly benefit a group of at least [five] residential end-user customers," and have at least a majority of residential customers "at or below 300 percent federal poverty guidelines," according to RSA 362-F:10. *In 2021, the New Hampshire DOE was given the administration and implementation authority over RPS policy and the renewable energy fund (per H.B. 2)

How to apply : Note: The deadline for the most recent round of funding under this program is November 16, 2023. This summary is provided for reference only. Contact the PUC about the possibility of future funding rounds under this program. The New Hampshire Department of Energy (DOE) offers grant funding for renewable energy projects installed at commercial, industrial, public, non-profit, municipal or school facilities, or multi-family residences with at least three units. Eligible forms of energy include electricity or useful thermal energy generated from wind, ocean thermal, wave, current, tidal, hydrogen derived from biomass fuels or methane gas, methane gas, biomass, and hydroelectric technologies. Also eligible are geothermal ground source heat pumps, biomass, and solar thermal technologies producing useful thermal energy. Projects must utilize grant funds primarily for capital investments in new renewable energy facilities, upgrades to existing facilities to increase renewable energy production or upgrades to existing renewable energy facilities that will qualify them as a “renewable source” for the production of renewable energy certificates (RECs) under RSA 362-F. Systems financed by third parties are generally allowed. Projects that are eligible to apply for a rebate under any of the DOE’s renewable energy rebate programs, including the DOE’s commercial and industrial solar rebate program, are not eligible for funding under this round. *In 2021, the New Hampshire DOE was given the administration and implementation authority over RPS policy and the renewable energy fund (per H.B. 2).
Who’s eligible : Commercial, Residential, Agricultural, Multifamily Residential
How to apply : New Hampshire allows cities and towns to offer an exemption from local property taxes for the assessed value of a solar energy system, electrical energy storage system, wind energy system, or wood-fired central heating system used on the property. A solar energy system is defined as a photovoltaic (PV) system or a system that "utilizes solar energy to heat or cool the interior of a building or to heat water for use in a building" and that includes one or more collectors and a storage container. Stoves and fireplaces do not qualify. Cities and towns may adopt an exemption provision separately for each energy source.
