Federal solar incentives
As part of the Inflation Reduction Act of 2022, congress passed several clean energy provisions to reduce energy costs. Among those provisions was an extension and upgrade of the Federal Investment Tax Credit (ITC).
Federal Investment Tax Credit
The Federal ITC allows you to claim 30% of your total equipment and installation costs on your federal taxes. There is no minimum or maximum amount you can claim and it includes equipment, installation, permitting, and even battery storage.
The ITC will remain at 30% until December 31, 2032. After that it will be reduced to 26% until December 31, 2033, then to 22% the following year. The ITC is currently set to disappear in 2035 unless it is renewed.
Who is eligible for the Federal ITC?
Most homeowners will qualify for the Federal ITC, but not all. You must meet the following criteria to claim your 30% tax credit:

Local solar incentives
Who’s eligible : Commercial
How to apply : Note: The Federal Infrastructure Investment and Jobs Act (IIJA) created the National Electric Vehicle Infrastructure (NEVI) Formula Grant Program with a total budget of $5 billion. Each state was allocated a share of that total to help build out a national network of electric vehicle charging stations along designated alternative fuel corridors (AFCs). With some limited exceptions, EV charging stations funded through the NEVI program should be spaced 50 miles apart and within one mile of the Interstate exit or highway. Oregon's NEVI Plan was developed jointly by the Oregon Department of Transportation (ODOT) and the Oregon Department of Energy (ODOE). ODOT's deployment strategy is expected to evolve throughout the five-year program, building off of lessons learned. ODOT plans to partner with the private sector, rather than owning and maintaining the EV charging stations. In June 2023, ODOT opened the solicitation process for the Year One NEVI projects, requesting statements of qualification for EV infrastructure work In September 2023, the state received approval of its updated state plan. In June 2024, NOFOs were issued for Round 1 NEVI work on Interstate 205, US 97, and Interstate 5 south of Eugene with applications due in August.

How to apply : Note: In 2010, the Federal Housing Finance Agency (FHFA), which has authority over mortgage underwriters Fannie Mae and Freddie Mac, directed these enterprises against purchasing mortgages of homes with a PACE lien due to its senior status above a mortgage. Most residential PACE activity subsided following this directive; however, some residential PACE programs are now operating with loan loss reserve funds, appropriate disclosures, or other protections meant to address FHFA's concerns. Commercial PACE programs were not directly affected by FHFA’s actions, as Fannie Mae and Freddie Mac do not underwrite commercial mortgages. Property-Assessed Clean Energy (PACE) financing effectively allows property owners to borrow money to pay for energy improvements. The amount borrowed is typically repaid via a special assessment on the property over a period of years. Oregon has authorized certain local governments to establish such programs, as described below. (Not all local governments in Oregon offer PACE financing; contact your local government to find out if it has established a PACE financing program.) Oregon has authorized the creation of "local improvement districts" where cities and counties provide financing for the installation of renewable-energy systems and energy-efficiency improvements to residential, commercial, industrial or other qualifying real property. HB 2626, enacted in July 2009, authorizes local governments to provide loans for renewable energy and energy efficiency improvements. Local governments may issue revenue bonds to finance this loan program or can borrow money from the Oregon Department of Energy under the Energy Efficiency and Sustainable Technologies Loan Program for small-scale local energy projects. Prior to establishing the program, the local government must notify the electric and gas utilities in the area, as the loans may be paid back on utility bills. The loans may be secured with a lien on the property, although liens are not senior. Some potential options for loan repayment are via a special assessment on local government taxes, utility bills, or another approved method of loan repayment. HB 4041 of 2014 requires property owners to provide written notification to all mortgagees of their intent to enter into a loan agreement, and to receive their written consent before entering into a loan agreement.

How to apply : Note: In March 2024, Oregon adopted new interconnection rules that address, among other changes, incorporation of energy storage with small generators. The rules move to use export capacity rather than nameplate capacity to evaluate system effects. Starting on June 1, 2024, all interconnecting systems will be required to use smart inverters in compliance with IEEE 1547-2018. Oregon has three separate interconnection standards: one for net-metered systems; one for small generator facilities (non-net metered systems); and one for large generator facilities (non-net metered systems). Oregon has also established separate net metering requirements and interconnection standards for the state's primary investor-owned utilities (PGE and PacifiCorp), and for its municipal utilities and electric cooperatives. Interconnection for Net Metered Systems PGE and PacifiCorp Customers The Oregon Public Utilities Commission (PUC) adopted new rules for net metering for PGE and PacifiCorp customers in July 2007 with Order 07-319, raising the individual system capacity limit from 25 kilowatts (kW) to two megawatts (MW) for non-residential applications. (The rules do not apply to customers of Idaho Power, which provides net metering to Oregon customers pursuant to rules adopted by the Idaho Public Utilities Commission.) The limit on individual residential systems is 25 kW. Systems that generate electricity using solar power, wind power, hydropower, fuel cells or biomass resources are eligible. Net metered systems must be intended primarily to offset part or all of a customer’s requirements for electricity. Utilities may not limit the aggregate capacity of net metered systems. The PUC rules include three levels of interconnection for net-metered systems, and require the use of a standard application, a standard agreement, and reasonable procedural timelines for utilities and applicants. Each utility must designate an employee or office from which an applicant can obtain basic application forms and information through an informal process. With the exception of certain inverter-based systems 25 kW or less, a manual, external disconnect switch is required. Utilities may not require customers to purchase additional liability insurance or to name the utility as an "additional insured" on the customer's liability policy. Oregon's rules provide for three levels of interconnection review: Level 1: applies to certified, inverter-based systems up to 25 kW in capacity that comply with IEEE standards and UL 1741. A system is considered "certified" if it has been tested and listed by a nationally recognized testing lab. Systems must pass specific technical screens. Utilities may not charge application fees or other fees for Level 1 review. Level 2: applies to certified systems up to 2 MW that comply with IEEE standards and UL 1741, as applicable, but do not qualify for Level 1 review. A system is considered "certified" if it has been tested and listed by a nationally recognized testing lab. Systems must pass specific technical screens. Interconnection to area networks is permitted, with limitations. Utilities may charge fees of up to $50 plus $1 per kW of system capacity, plus "the reasonable cost of any required minor modifications to the electric distribution system or additional review." Costs for engineering work performed as part of an impact study or interconnection facilities study are limited to $100 per hour. Level 3: applies to systems that do not qualify for Level 1 review or Level 2 review. Systems must pass specific technical screens. Interconnection to area networks is permitted, with limitations. Utilities may charge fees of up to $100 plus $2 per kW of system capacity, plus charges for time spent on any required impact or facilities studies. Costs for engineering work performed as part of an impact study or interconnection facilities study are limited to $100 per hour. If a utility must install facilities in order to accommodate the interconnection of a system, the applicant must pay for the costs of such facilities. Customers of Municipal Utilities, Cooperatives and People's Utility Districts Oregon's municipal utilities, electric cooperatives and people's utility districts must offer customers net metering pursuant to OR Revised Statutes 757.300. Systems that generate electricity using solar power, wind power, hydropower, fuel cells or biomass resources are eligible. Net-metered systems must be intended primarily to offset part or all of a customer’s requirements for electricity. The aggregated capacity of all net-metered systems is limited to 0.5% of a utility's historic single-hour peak load. The Oregon Building Codes Division has developed interconnection guidelines for all utilities. Systems must be installed according to the Oregon Electric Specialty Code (essentially NEC Article 690) and relevant IEEE standards, and must employ UL-listed equipment. A manual external disconnect switch is not required in the guidelines, but some utilities require this switch in their tariffs. Additional liability insurance is not required. Utilities are exempt from any liability for loss, injury or death related to the interconnection of a net-metered system. Interconnection for Small Generator Facilities In June 2009, the PUC issued Order No. 09-196 and adopted administrative rules for the interconnection of small generator facilities up to 10 MW. These rules were finalized in September 2009, when the PUC approved changes made to the three investor-owned utilities’ interconnection forms and agreements. While Idaho Power is not subject to the interconnection standards for net metered systems, it is subject to these standards. There are four tiers of review for small generating facilities, based on system capacity: 25 kW, 2 MW, non-exporting systems up to 10 MW, and other systems. Application fees are differentiated, based on tier. The maximum application fee is $100 for Tier 1, $500 for Tier 2, and $1000 for Tiers 3 and 4. There may be additional costs if an evaluation is required, but the applicant must agree to this cost prior to the evaluation being conducted. The rules for the first two tiers mirror the interconnection standards for net-metered systems. Interconnection for Large Generator Facilities In April 2010, the PUC issued Order No. 10-132 for the interconnection of large generator facilities, defined as systems larger than 20 MW. The PUC approved interconnection procedures and a standard interconnection agreement based on FERC's Large Generator Interconnection Procedures and Large Generator Interconnection Agreement.

How to apply : Green Energy Technology Enacted in June 2007, HB 2620 introduced a unique requirement for installing solar systems for public buildings. In 2012, SB 1533 amended the requirement to allow the use of any Green Energy Technology (GET). As of January 1, 2020, GET has been defined as energy systems that employ: Geothermal electric Geothermal direct use Solar electric Solar thermal Passive solar Battery storage equipment paired with the above Eligble Alternative technologies include: Woody Biomass* Energy Use Efficiency** The law requires public agencies to spend at least 1.5% of the total contract price of an eligible public building on green energy technologies. HB 3169 of 2013 allows green energy technologies located away from the site of a public building to satisfy the requirement if certain qualifications are met. Eligible buildings include any permanent structure owned, partially owned, or controlled by a public if any of the following is true: The building is used by the public; The building allows employees use or occupy the building on a regular basis for a significant part of their work. The GET requirement of 1.5% of the total contract price of a public improvement contract for new construction applies to projects costing $5 million or greater. The GET requirement of 1.5% applies to major renovation projects costing $5 million or greater AND greater than 50% of the building’s insured value. If a public entity determines GET or an alternative is inappropriate for a project, or wants to install the technology off-site, it must submit a description to the Technical Review Panel and explain their decision. The Technical Review Panel will provide its recommendation within 60 days. Funds not spent on the current project must be spent on the next building project that the public entity undertakes, unless no state funds are included in the project cost. Reporting Requirements Public entities subject to the 1.5% requirement must report their projects through the Oregon Department of Energy's Reporting Database . Projects must be reported whether GET or an alternative is determined to be appropriate or inappropriate * A space or water heating system or a combined heat and power system that uses fuel material from trees and woody plants that are a by-product of forest management, agriculture, ecosystem restoration, or fire prevention or related activities . The system boiler must have a lower heating value combustion efficiency of at least 80 percent. Wood pieces that have been treated with certain chemicals, municipal solid waste, construction and demolition waste, or other industrial wood waste cannot be used as fuel . **Certain on-site energy efficiency improvements that reduce or offset energy consumption by a required percent beyond baseline code (20 percent for public buildings; 30 percent for state buildings). This alternative is only available where Total Solar Resource Fraction available onsite is 75 percent or less.
Who’s eligible : Residential, Low Income Residential
How to apply : H.B. 2618 of 2019 established the Solar + Storage rebate program and instructed the Oregon Department of Energy to administer it. H.B. 3409 of 2023 extended the end data of the program to 2029. Incentives are available for residential solar + storage systems, with higher rebate amounts available for qualified low-income residents, and those ineligible for an incentive from their utility. Rebates are paid directly to the program-approved contractor, who installs the equipment, and will be passed on to the customer. Solar PV System Rebates: Residents eligible for a utility incentive: $0.20 per watt DC, up to 40% of net cost or $5,000, whichever is less Residents not eligible for a utility incentive: $0.50 per watt DC, up to 40% of net cost or $5,000, whichever is less Low- or moderate-income residents: $1.80 per watt DC, up to 60% of net cost or $5,000, whichever is less Low-income service provider: $0.75 per watt DC, up to 50% of net cost or $30,000, whichever is less Energy Storage System Rebates: Residents: $300 per kWh of installed energy storage capacity, up to 40% of net cost or $2,500, whichever is less Low-income residents: $300 per kWh of installed energy storage capacity, up to 60% of net cost or $2,500, whichever is less Low-income service providers: $300 per kWh of installed energy storage capacity, up to 60% of net cost or $15,000, whichever is less Rebate requests are processed on a first-come, first-served basis for complete applications. Incomplete applications will not be approved nor funds reserved until missing items/information are provided. In a calendar year, at least 25% of available rebate dollars will be reserved for systems for low- or moderate-income residential customers and low-income service providers.
Can you claim multiple tax incentives in Oregon?
