Federal solar incentives
As part of the Inflation Reduction Act of 2022, congress passed several clean energy provisions to reduce energy costs. Among those provisions was an extension and upgrade of the Federal Investment Tax Credit (ITC).
Federal Investment Tax Credit
The Federal ITC allows you to claim 30% of your total equipment and installation costs on your federal taxes. There is no minimum or maximum amount you can claim and it includes equipment, installation, permitting, and even battery storage.
The ITC will remain at 30% until December 31, 2032. After that it will be reduced to 26% until December 31, 2033, then to 22% the following year. The ITC is currently set to disappear in 2035 unless it is renewed.
Who is eligible for the Federal ITC?
Most homeowners will qualify for the Federal ITC, but not all. You must meet the following criteria to claim your 30% tax credit:

How to claim the Federal ITC

Local solar incentives
Who’s eligible : Commercial
How to apply : Note: The Federal Infrastructure Investment and Jobs Act (IIJA) created the National Electric Vehicle Infrastructure (NEVI) Formula Grant Program with a total budget of $5 billion. Each state was allocated a share of that total to help build out a national network of electric vehicle charging stations along designated alternative fuel corridors (AFCs). With some limited exceptions, EV charging stations funded through the NEVI program should be spaced 50 miles apart and within one mile of the Interstate exit or highway. The Washington State Department of Transportation (WSDOT) developed the state's NEVI plan. WSDOT will initially prioritize building out the state’s north/south and east/west interstates, I-5 and I-90, respectively. Secondary priorities for investments include completing the I-82/I-182 and US 395 followed by US 101 and US 195. WSDOT will then consider additional chargers on the highest-volume corridors, and in higher-dependency areas. Other private and public investments in EV infrastructure will also focus on high-usage corridors and centers. Future infrastructure deployments will be guided by the state’s Zero-Emission Vehicle Mapping and Forecasting Tool (ZEV-MFT), which is under development. A plan update was published in July 2023. This updated plan is a streamlined version of the initial plan with several changes including revisions to the process to identify, quantify, and measure benefits to disadvantaged communities, and information on interagency working groups established since the original plan's publication.

How to apply : Property Assessed Clean Energy (PACE) is a financing mechanism that enables low-cost, long term funding for qualified improvements, including energy efficiency, renewable energy, and water conservation projects. C-PACE is specific to commercial, large multifamily (5+), industrial, and nonprofit properties. Passed in 2020, the Washington C-PACER bill (H.B. 2405) included resiliency ("R") measures, such as seismic improvements and fire/flood protection. The bill authorizes counties to establish and administer C-PACER financial programs. Currently, the following seven counties in Washington have adopted C-PACER ordinances: Clark, King, Pierce, Snohomish, Spokane, Thurston, and Whatcom.

How to apply : Requirements With the passage of Engrossed Substitute Senate Bill 5509 – Related to High Performance Green Building, State facilities in Washington must be designed and built to the US Green Building Council's Leadership in Energy and Environmental Design (LEED) Silver standards. The bill has been transferred into statute at RCW 39.35.D. All new major facility project construction and renovation projects over 5,000 sq. ft., where the renovation costs exceed 50%, as defined in RCW 39.94.020, must be designed, constructed, and certified to at least the LEED Silver standard. The Department of Enterprise Services (DES) was given a leadership role in the development of procedures to ensure the state is successful in this effort. In consultation with affected public agencies, the DES develops and issues guidelines for administering this policy. The purpose of the guidelines is to define a procedure and method for employing and verifying activities necessary for certification to at least the LEED Silver standard for major facility projects. DES is also responsible for reporting to the Governor and the Legislature related to progress implementing this policy. Public agencies, must monitor and document ongoing operating savings resulting from major facility projects designed, constructed, and certified. Schools Public K-12 school construction projects receiving state assistance must be built to the Washington Sustainable Schools Protocol (WSSP), or LEED for Building Design and Construction (Schools). The WSSP requires a 10% reduction in energy use beyond what is required by the Washington State Energy Code. The Office of Superintendent of Public Instruction will enforce these guidelines and provide relevant information to school districts. The GA will develop and issue guidelines for state agencies. Affordable Housing The Department of Commerce (formerly the Department of Community, Trade, and Economic Development) has adopted the Evergreen Sustainable Development Standard, and set a minimum level of sustainable performance for projects applying to the Housing Trust Fund (HTF). Exemptions Some projects may be exempt based on the following criteria: Projects for which the applicable agency and the design team determine the LEED Silver standard or the Washington sustainable school design protocol to be not practicable; Transmitter buildings, pumping stations, hospitals, research facilities primarily used for sponsored laboratory experimentation, laboratory research, or laboratory training in research methods, or other similar building types as determined by the department. If LEED Silver is not practicable for a project, the applicable agency must determine if any LEED standard is practicable for the project. If LEED standards or the Washington Sustainable School Design Protocol are not followed for any reason, the applicable agency must report these reasons to the department. Annual Energy and Water Consumption Reporting Buildings owned by a public agency are required to provide energy and water consumption, as well as renewable energy and water capture qualities in an annual report to DES by June 1st of each year. This is required through 2016 per the RCW 39.35D statute. If the owner has had difficulties with collecting the actual electricity and/or heating energy (gas, steam, hot water, etc.) data, then a Metering and Measurement Report must also be submitted. This report should also be submitted if some or all of the data is prorated. This data is compiled and presented in the Biennial Green Building Report to the legislature (up to 2016). How to apply : The Washington Utilities and Transportation Commission (UTC) adopted interconnection standards for distributed generation (DG) systems up to 20 megawatts (MW) in capacity in 2007, and revised these standards in July 2013. The rules apply to the state's investor-owned utilities (Avista, PacifiCorp, and Puget Sound Energy), but not municipal utilities, public utility districts, or cooperative electric utilities. The revised standards provide for three separate levels of interconnection based on system capacity and other requirements. The first level, Tier 1 systems, applies generally to systems up to 25 kilowatts (kW) using inverter-based interconnection equipment. The second tier applies generally to systems sized between 26 kW and 500 kW, and Tier 3 applies to all systems up to 20 MW that do not qualify for Tier 1 or Tier 2 standards. The UTC's standards apply to the state's investor-owned electric utilities, but not to municipal utilities or electric cooperatives. Tier 1 systems must include an inverter certified to meet the Underwriters Laboratories (UL) 1741 standard. Tier 2 systems must be capable of separating the generating facilities from the electric system as required by the Institute of Electrical and Electronics Engineers (IEEE) 1547 specification. Inverter-based systems must comply with UL 1741 and IEEE 1547. A utility may offer to modify its electrical system to accommodate the generating facility, but the customer must agree to pay for the minor modifications. Systems larger than 50 kW may be required to use a three-phase connection. A visible, locking AC disconnect switch is generally required for Tier 2 systems, though a utility may waive the requirement if the customer agrees that service may be disconnected entirely if the system must be physically disconnected for any reason, and the customer retains documentation of operating and maintaining the inverter in accordance with the manufacturer’s guidelines. Tier 3 systems must also isolate the generating facility from the electric system as specified by IEEE 1547, and inverter based systems must meet IEEE 1547 and UL 1741 specifications. The system must be designed to prevent a single point of failure from causing a loss of protective functions, and must provide ground fault protections and breaker failure detection. Utilities may require a feasibility or system impact study. All interconnections of systems must conform to all applicable codes and standards for safe and reliable operation, including the National Electric Code (NEC); National Electric Safety Code (NESC); the standards of the Institute of Electrical and Electronics Engineers (IEEE); the standards of the North American Electric Reliability Corporation (NERC); the standards of the Western Electricity Coordinating Council (WECC); American National Standards Institute (ANSI); Underwriters Laboratories (UL) standards; local, state and federal building codes, and any electrical company's written electric service requirement approved by the UTC. Utilities must have a designated point of contact for customers seeking to interconnect systems, and must file with the UTC a standard form application and a model interconnection agreement. Application fees are limited to $100 for systems up to 25 kW, $500 for systems greater than 25 kW but not greater than 500 kW, and $1,000 for systems greater than 500 kW but not greater than 20 MW. The UTC's rules include provisions for dispute resolution.

How to apply : Washington's solar easement laws are similar to those in many other states. The law does not create an automatic right to sunlight. Rather, the law allows parties to enter into solar easement contracts voluntarily for the purpose of ensuring adequate exposure of a solar-energy system. In April 2009, Washington enacted S.B. 5136, restricting homeowner's associations from prohibiting the installation of solar energy panels. A homeowner's association may issue guidelines related to visibility and aesthetic aspects of solar panel placement, but it may not prohibit a resident or owner from installing solar panels, provided that the solar panels meet certain criteria. Solar panels must meet local and state health and safety requirements. Solar water-heating systems must be SRCC certified (or certified by an equivalent national organization). Solar-electric systems must meet NEC, IEEE, and UL or other testing laboratory safety and performance standards.
Can you claim multiple tax incentives in Washington?
